Inpatient rehabilitation facilities would receive a 2.8% pay bump for fiscal 2025 under a proposed rule announced Wednesday by the Centers for Medicare and Medicaid Services.
The proposal amounts to a $255 million increase for inpatient rehabilitation facilities and reflects a $280 million increase from the update of the payment rate minus a $25 million cut to the proposed outlier threshold.

CMS also asked for feedback on the development of a five-star rating system for inpatient rehabilitation facilities. The agency does not have a rating system to supplement publicly reported quality information about those facilities that consumers can use when looking for care. The agency said a star rating system for inpatient rehabilitation facilities would help consumers comparison shop and promote competition in the sector.
The request for information seeks public input on the criteria that could be used to select measures for a star rating system and how the ratings should be presented to consumers.
