Tom Lokar has joined behavioral healthcare provider Oceans Healthcare as Executive Vice President of Human Resources and Talent Management. In his new role, he will focus on creating strategic programs to attract, retain and develop employees and leaders. With more than 25 years of experience, Lokar previously led HR at global organizations like Hewlett-Packard and Mitel.
