Dowling has led the largest health system in New York—with 21 hospitals and nearly 900 outpatient facilities—since 2002. He uses his position to target societal challenges including gun violence, food insecurity, education, mental health and immigration, with the idea that wellness goes beyond clinical services. Dowling spearheaded creation of the Gun Violence Prevention Forum, aimed at bringing together healthcare and law enforcement leaders, policymakers, survivors and others. In 2023, Dowling helped create the National Health Care CEO Council on Gun Violence Prevention and Safety, a task force of more than 50 executives who have pledged to support public education and awareness campaigns, work with local violence intervention groups and pursue research and other initiatives to curb gun-related deaths. In 2022, Dowling oversaw the launch of Northwell’s Center for Maternal Health, designed to reduce maternal mortality with a focus on the pregnancy-related health risks of Black women.
