Scott heads the national association that represents pharmacy benefit managers, intermediaries that administer prescription drug plans for more than 275 million Americans. As a representative for the organization, he has vocally opposed—including through testimony submitted to U.S. congressional committees—bipartisan legislative proposals that seek to crack down on PBM business practices. He has also defended PBMs’ role in the healthcare ecosystem. Under his leadership, PCMA this year launched a seven-figure, 10-month advertising campaign to educate policymakers and the public about the value of PBMs. Before leading the PCMA, Scott was chief advocacy officer and head of external affairs for the Advanced Medical Technology Association and, before that, was senior vice president of federal relations for the American Council of Life Insurers.
