Fowler was appointed in 2021 to lead the center, which develops and tests new ways of delivering and paying for healthcare with the goals of improving patient services and lowering costs. In 2023, Fowler and co-authors formally assessed how new payment models have affected care delivery and found “demonstrable evidence” that they enhanced care coordination, team-based care, and the use of data to risk-stratify patients. Continuing its search for effective payment models, CMS this year announced a nationwide test of a payment model that seeks to support people living with dementia and their unpaid caregivers. Previously, Fowler was executive vice president of programs at the Commonwealth Fund; vice president for global health policy at Johnson & Johnson; special assistant to President Barack Obama on healthcare and economic policy at the National Economic Council; and chief health counsel for Sen. Max Baucus (D-Mont.).
