Elizabeth Fowler

Fowler plays a key role in shaping provider payment models and the way care is delivered in the country. Under her leadership, the agency this year canceled the controversial Geographic Direct Contracting Model, shifting toward provider-led organizations and tightening the risk adjustment policy in its redesigned model, ACO REACH. She has been in the job since March 2021, bringing more than 25 years’ experience of health policy and health services research. Fowler worked as a special assistant on healthcare an economic policy during the Obama administration. She also was instrumental in developing the Senate version of the Affordable Care Act as chief health counsel to Sen. Max Baucus (D-Mont.), and she helped draft the 2003 Medicare Prescription Drug, Improvement and Modernization Act.
