Serving as Clevelands safety-net provider, MetroHealth has a challenging payer mix, with 3 out of 4 patients on Medicare or Medicaid. That puts Carter in the critical spot of having to work with lawmakers to preserve government funding at a time when policymakers are looking to dial back on spending. In 2017, Carter built a new government relations team. Under her leadership, they successfully fought cuts that would have cost the health system nearly $25 million. At the same time, they lobbied state lawmakers to fully fund a new Medicaid initiative that will increase MetroHealths reimbursement by up to $40 million over the next two years. Nationally, Carter is partnering with community health systems to fight for 340B funding and meaningful reform. She also rallied MetroHealth employees to fight efforts to repeal the Affordable Care Act.
