In an era of hyperpartisan politics, few healthcare organizations are relied on more for their impartial data and analysis than the Kaiser Family Foundation, a not-for-profit group Altman helped found in the early 1990s. He previously said he wanted the foundation to serve as a "counterweight to the vested interests in healthcare, the dominance of money and politics in our field," an especially relevant purpose in the years since the passage of the Affordable Care Act. Altman worked at the CMS during the Carter administration and later was the top health official in New Jersey.
