Blumenthal, now in his fourth year at the helm of the Commonwealth Fund, has supported continuing improvement within the Affordable Care Act and said the forecast of higher premiums for exchange plans is to be expected because private, competitive markets will make adjustments and some insurers will fail while others will thrive.
