David Blumenthal

Dr. David Blumenthal brought a blend of healthcare policy experience and health information technology research and policymaking to his current job as president of the Commonwealth Fund, a New York-based foundation focused on healthcare improvement. Blumenthal founded the Institute for Health Policy at Massachusetts General Hospital in 1998 and came to national prominence in 2007, when the institute developed a survey method to more accurately measure provider adoption of electronic health-record systems. Blumenthal served as the third head of the Office of the National Coordinator for Health Information Technology at HHS from 2009 to 2011 when the ONC organized national programs for EHR incentive payments ($29 billion so far), health information exchanges, workforce development and HIT extension.
