John Kasich's administration has filed a detailed draft of changes to the state's Medicaid program, kicking off public debate over a requirement that beneficiaries make monthly payments or lose their coverage. If approved by the federal government, the changes would require about 1.5 million Ohioans on Medicaid to contribute to a health savings account to help pay for their care. The changes would take effect in 2018.
