Toby Douglas will become a senior strategic adviser at Sellers Dorsey, a Philadelphia-based Medicaid consulting firm.
Douglas, 42, most recently served as director of the California Department of Health Care Services, which administers Medi-Cal, the state's Medicaid program. He resigned from that position in September.
Before working for the state, Douglas was a senior manager of healthcare policy and prevention programs for San Mateo County, Calif. He also served as a research associate at the Urban Institute, a Washington, D.C.-based think tank.
Douglas will work as an affiliate of Sellers Dorsey, joining a team of consultants located throughout California. He will focus on financing, waivers and strategies to increase value of care.
Former state Medicaid directors Billy Millwee of Texas and Kip Piper of Wisconsin also work on the Sellers Dorsey team.
