R. Barkley Payne named executive director of AMA Foundation, and other news makers

R. Barkley Payne has been named executive director of the American Medical Association Foundation, the charitable and grant-making arm of the Chicago-based physicians group. His new role is effective Nov. 10.

Payne, 50, succeeds Steven Churchill, who earlier this year was named president and CEO of the Association for Healthcare Philanthropy.

Previously, Payne held several senior fundraising roles at healthcare organizations, most recently VP of corporate development and strategic philanthropy for the Orthopaedic Research and Education Foundation.

Frank Nask will retire as president and CEO of Broward Health, Fort Lauderdale, Fla., effective in March.

Nask, 66, has led the not-for-profit community health system since 2008.

Before becoming CEO, Nask served as the organization's CFO. As CEO, he oversaw the expansion of the organization's graduate medical education program to more than 100 residents and led several major construction projects throughout the system.

Previously, he was CFO at several Florida health systems, as well as Lenox Hill Hospital, New York, and the University of Medicine and Dentistry of New Jersey.

Former CMS executive Jonathan Blum has taken on a new role as executive VP of medical affairs at CareFirst Blue Cross and Blue Shield, which provides health coverage in Maryland, northern Virginia and Washington.

Blum, 44, served the CMS for more than five years—most recently as principal deputy administrator, a post he left in May. He was the Obama administration's first political appointee to the CMS in March 2009, when he was named Medicare director. He also worked for the Senate Finance Committee, the Office of Management and Budget, and in the private sector as a VP at healthcare advisory firm Avalere Health.

Julie Miller-Phipps has been named president of Kaiser Foundation Health Plan of Georgia.

Miller-Phipps, 57, replaces Kerry Kohnen, who is retiring after 40 years with Kaiser Permanente. Kaiser is the largest not-for-profit health insurer in Georgia, covering 240,000 people. Kaiser's Georgia branch is also aligned with Kaiser's Southeast Permanente Medical Group, one of the largest multispecialty groups in the region with about 450 physicians.

Most recently, Miller-Phipps was executive director of Kaiser Foundation Hospitals and Health Plan, a Kaiser subsidiary in Orange County, Calif., which has 23 medical offices and 480,000 policyholders. She has been with Kaiser for more than 30 years.

Erin Fitzgerald has been promoted to VP of marketing at AccentHealth, a Tampa, Fla.-based company that produces educational programming for hospital television networks.

Fitzgerald, 33, had been the firm's senior marketing director.

Before coming to AccentHealth in 2013, Fitzgerald was senior director of marketing for the local and lifestyle divisions of Everyday Health, a wellness website.
