"I've known and worked with Andrei for many years. He is a skilled professional with experience on the front line, in management and at the executive level," Mullany said in a statement.
"That kind of well-rounded expertise will be essential to DMC's growth in the competitive arena that is Oakland County."
Soran is employed by DMC's parent organization, Nashville-based Vanguard Health Systems, in its New England region. He is CEO of MetroWest Medical Center in Framingham, Mass.
Over the past year, Mullany has hired several Vanguard executives to take key positions at DMC.
As a Vanguard executive, Soran has experience in developing a joint venture for lab services and a statewide insurance product under Romneycare, the forerunner to the Patient Protection and Affordable Care Act, or Obamacare.
He also helped build MetroWest's outpatient network, an accountable care organization, and he designed the hospital's lean management system.
Soran earned his bachelor's degree in physical therapy from Tel Aviv University in Israel and later completed his master's degree in science of management at Boston University and Ben-Gurion University in Israel.
