It would be very interesting to see how much of the increase came from patients covered by Medicare. Also, the insurance companies as well as Medicare and Medicaid should make the insured patients responsible for taking care of themselves proactively. If they haven't made an effort to get regular checkups, then they should be made to bear a larger portion of the cost of ER bills.
