Jan Brewer, one of the fiercest Obamacare critics among Republican governors, rallied support last week for raising Medicaid eligibility in order to draw federal funding under the healthcare law. A day later, a coalition of Democrats and moderate Republicans in the state Senate passed a budget that included Brewer's plan to cover residents earning as much as 138% of the federal poverty level.
