Illinois Gov. Pat Quinn has appointed the former chief executive of the health information exchanges of two other states to head the Illinois system for sharing patient information.
Raul Recarey will become the first executive director of the Illinois Health Information Exchange Authority on Tuesday, he said in an interview.
A native of Cuba, Mr. Recarey, 57, held executive positions with hospitals and insurers before taking the top spot with West Virginia Health Information Network in 2009. In 2011, he was named chief executive and president of the Missouri exchange.
“Our real mission is to interconnect providers, to have health information flow between them, and also let patients take a role in their own care,” Mr. Recarey said. “We're really bringing an antiquated paper-based system into the 21st century.”
