Neither inpatient rehabilitation facility services nor long-term-care hospital services would receive Medicare payment increases in 2013, under draft recommendations that the program's advisory panel will consider.
Glenn Hackbarth, chairman of the Medicare Payment Advisory Commission, suggested the flat-line rates Friday morning, following other rate suggestions the previous day. The panel will vote in January on its final 2013 rate recommendations to Congress.
Hackbarth also recommended a 0.5% increase in Medicare rates for hospice services.
On Thursday, Hackbarth recommended a 0.5% increase for ambulatory surgery centers, increasing fiscal 2013 inpatient and outpatient hospital payments by 1% and equalizing Medicare payment rates for non-emergency evaluation and management at hospital outpatient and physician office settings. Additionally, skilled-nursing facilities would receive no increase in 2013 as part of the revisions to the prospective payment system MedPAC had previously recommended.
