The changing of this proposed rule flies in the face of transparency.
Patients have every right to access report
Patients (even the very few who might ask) have every right to see a list of each and every access of their medical records. Moreover, patients should be asked to consent ahead of time for access to records. This might help change the inappropriate data mining and sharing that occurs all too frequently without a patient's knowledge.
