Returning from the Thanksgiving holiday, CMS Administrator Donald Berwick announced a few management changes at the agency in a message to CMS employees. Berwick said Julie Boughn—who has served as the chief information officer and director of the Office of Information Services (OIS) since May 2006—will be the new acting deputy director of the agency's new Center for Medicare and Medicaid Innovation. In that position, Boughn will develop and implement programs intended to update the nation's healthcare delivery systems under provisions of this year's Patient Protection and Affordable Care Act. Boughn has held various roles since joining the CMS in 2000; she previously was program manager for the agency's information technology systems in implementing the Medicare Part D prescription drug benefit.
Berwick also named Tony Trenkle as acting director of OIS. Trenkle has served as director of the Office of e-Health Standards and Services (OESS), where he led the HITECH electronic health-record incentive program as well as the implementation of the administrative simplification provisions in the Affordable Care Act. He also was responsible for the regulations, enforcement and outreach of the HIPAA Administrative Simplification standards. Karen Trudel, who has been the deputy director at OESS since it was established in 2005, will serve as acting director at OESS.
In Berwick's office, Joe McCannon and Vish Sankaran were named as senior advisers. McCannon, formerly of the Institute for Healthcare Improvement, will focus on the launch of the new Innovation Center and cross-cutting initiatives on safety and quality. Sankaran will concentrate on enterprise business planning, knowledge management, data and technology strategies, and working with senior leaders to promote business solutions and "cost-effective, scalable technology investments for CMS," Berwick said in his message. All of the leadership changes are effective Dec. 5.
