Health Net of Woodland Hills, Calif., Arcadian Management Services of Oakland, Calif., and Universal American Corp. of Houston were sanctioned by the CMS. Health Net must stop marketing and enrollment immediately, while the other two insurers must cease by Dec. 5, according to the CMS.
Violations by Health Net were found during a CMS audit. Members and CMS monitoring raised the problems at the other two plans, which included improper oversight of sales agents, who were misleading members about network providers and drug formularies, the CMS said.
The insurers could not be immediately reached for comment.
