A study (PDF) issued by the General Accountability Office asserts that a Defense Department report on improvements to the governance and execution of its health information management and health information technology programs did not fully address four of the 10 requirements that the department was directed to fix.
Defense IT plan needs more fixes: GAO
The requirements were listed in the National Defense Authorization Act for FY 2010, and according to the GAO, the department only partially addressed calls to identify and assess risks associated with meeting health IT timelines and goals, provide a plan to mitigate identified risks, develop a plan to remedy shortfalls and estimate the future resources to achieve optimal levels of health IT-supported healthcare and compliance with applicable requirements.
Requirements that were addressed included determining the Defense Department's capability to meet requirements of joint interoperability with the Veterans Affairs Department and a "joint virtual lifetime electronic record" for armed-services personnel, recommending whether department health IT systems should be subject to defense business system requirements, and assess whether IT system architecture is appropriate and leverages industry best practices.
In a similar but unrelated report released in October, the GAO noted that unless the department corrects management deficiencies in its development of an electronic health-record system to replace its troubled AHLTA system "it risks a continuation of the problems it has already experienced." The department responded by saying it would address each of the GAO's recommendations but said it also "takes exception to several inaccurate, misleading and subjective statements provided" in a draft it received of the final GAO report.
