The CMS is updating its quality ratings for Medicare Advantage plans, which will be used for bonus payments in a demonstration project. Medicare Advantage plans that earn five stars—the highest rating possible—will get bonuses of 5% in 2012. Plans with scores of three stars or higher will get smaller bonuses. The star-rating system is based on 53 quality measures, such as chronic-disease management, consumer complaints and preventive care. The CMS is updating public information on this system to include a “low performer” icon on the Medicare website next to names of plans that have earned fewer than three stars for the past three years.
