Joel Ario, Pennsylvania's insurance commissioner, is joining HHS as director of the newly created Office of Insurance Exchanges, effective Aug. 30. Ario will be responsible for the state-based health insurance exchanges to be set up by January 2014, as mandated in the Patient Protection and Affordable Care Act. The Office of Insurance Exchanges will be housed in HHS' Office of Consumer Information and Insurance Oversight. Ario has served as Pennsylvania's insurance commissioner since July 2007. Pennsylvania Gov. Ed Rendell named Robert Pratter to serve as acting state insurance commissioner. Pratter is executive deputy general counsel for litigation with the state's Office of General Counsel. Ages for Ario and Pratter were not available.
