Usability can and should be a criterion for certification. Usability attributes such as the number of keystrokes and page views needed to set up a new client, or the ability to look up electronic health-record information while recording a long prose note, can clearly be quantified and evaluated.
This matters, as shown in Barriers to Electronic Health Record Use During Patient Visits, difficulty in using an EHR system is a prominent cause of system disuse.
