Usability can be rated and measured. There are many tools and commonly accepted practices for measuring and improving human performance with systems. If not, we would still be stuck with Microsoft Corp.'s Word 95. The aviation industry has rated and measured human performance for over 70 years. Air travel is much, much safer as a result.
