How can anyone be surprised by these findings? Look at the HIMSS Analytics adoption model, and you see similar results. While over the long term, investment in a national health information network will yield benefits, we must first focus on automating the venues of carehospitals and physician practices. Until those venues are automated, the national network provides little value. Its like building the best telecommunications network when few people have phones and those who do dont know how to use them.
