I have an idea that may help with this problem. Physicians should be allowed to write off from their corporate taxes the unpaid Medicaid (or any uninsured patients) charges as bad debt. In this way, providers would be encouraged to care for the poor. Of course, doctors would have to maintain adequate documentation of these services just as we do with any other patient.
