A longstanding plan for a single-payer system, sponsored by state Rep. Mary Flowers (D-Chicago), drew new support from powerful Illinois House Speaker Michael Madigan (D-Chicago). Madigans spokesman said the speaker is open to the idea and believes the income tax would be the most logical funding source. The plan, which lacks specifics on cost and coverage options, is an alternative to a universal coverage plan put forth by Gov. Rod Blagojevich.
