While I dont disagree with pay for outcome as opposed to pay for process, neither is likely to make a dent on healthcare inflation.
Reform that does not dramatically restrain the overall cash flow to the industry misses the essence of the problem. Pay for outcome or performance sounds more provider centered than consumer centered to me.
