New Mexico Gov. Bill Richardson calls for insurers to spend at least 85% of premiums directly on care and not to deny coverage for people with pre-existing conditions. It also seeks new insurance options, including expanded public programs, along with a number of cost control mechanisms. The governor also signed an executive order to go into effect in July 2008 to require all businesses contracting with the state to offer employees coverage.
