The latest plan from the large health insurance lobby focuses on universal coverage through state level plans that would guarantee coverage for uninsured individuals who have the highest expected medical costs. Those not eligible for the plans would get coverage through a “guarantee issue basis,” meaning they could not be denied coverage based on most health conditions, says Karen Ignagni, AHIP's president and CEO.
