If you drop out of Medicare entirely, the issue is moot.
That's what I did, and with the added time I have for each patient, I can assure you the quality of my performance has improved.
Only a bureaucrat could engineer a policy doomed to fail, and then ask physicians to fund the information technology burden to prove it.
