HHS issued a six-page report outlining its healthcare information technology accomplishments since 2004, when President Bush set a goal of providing all Americans access to an electronic medical record by 2014. At that time, Bush established the Office of the National Coordinator for Health Information Technology within HHS. The office listed its major accomplishments so far, including contracts to test and certify IT systems, to harmonize IT standards for specific uses and to develop prototypes for a national health information network.
