The federal government should join Massachusetts, the first state to require everyone to have health insurance, in enacting universal health coverage, said Sen. Edward Kennedy (D-Mass.), the new chairman of Senate Health, Education, Labor and Pensions Committee. Kennedy has his own version of what universal health coverage would look like -- extending Medicare to all.
