Pennsylvania Gov. Ed Rendell said he will sign a law expanding the State Childrens Health Insurance Program -- an effort to make all uninsured children in the state eligible for some form of health coverage. The CMS must approve additional federal funding for the expansion, which was passed by the state Legislature Oct. 24. The target start date for the new Cover All Kids program is Jan. 1. A spokeswoman for Rendell said a signing date hasnt been set.
