Texas Gov. Rick Perry issued an executive order creating a public-private partnership to advance efforts toward establishing an electronic medical-record system, to provide consumers with healthcare information and to encourage small firms to offer health coverage to their employees.The new Texas Health Care System Integrity Authority is supposed to recommend how to make health insurance more accessible to small employers and how to provide consumers with information from providers and insurers about the cost and quality of care. In a news release, the Texas Hospital Association said it was "encouraged by the governor's commitment to this initiative." The group said the initiative was a first step toward expanding healthcare coverage in the state.
