Small companies have the same responsibilities as larger ones as it relates to complying with standards.
If, in fact, the small companies do not want to provide the Certification Commission for Healthcare Information Technology with their justification for a sliding scale -- size, revenue, installations -- then they should pay the full fee. The CCHIT should be responsible to not publish this information and keep it confidential. However, anyone purchasing a vendor's EMR would be remiss in due diligence not to ask the same questions and expect the vendor to answer them.
