Quality improvement organizations asked the CMS to raise their share of Medicare spending to 0.5% from the current level of 0.1% and give them more authority in the beneficiary complaint process. In a letter to CMS Administrator Mark McClellan, the American Health Quality Association, which represents QIOs, asked the CMS to immediately fund programs to educate Medicare beneficiaries about the complaint investigation process and to reverse current policy to allow QIOs to report findings from investigations but to shield the findings from use in potential malpractice cases. The AHQA also said QIOs' three-year contracts should be extended to five years. -- by Matthew DoBias
