The CMS' proposed changes to the inpatient prospective payment system could penalize hospitals for using newer technologies, medical-technology companies contend. The agency wants to weight diagnosis-related groups by hospital costs rather than charges. But the cost data that the CMS plans to use would be older than charge data and at best would only be an approximate measure of the costs of procedures and services that use the latest technology, said Ann-Marie Lynch, executive vice president at the Advanced Medical Technology Association, a trade group.
