The director of the Los Angeles County Department of Health Services, Thomas Garthwaite, resigned to become executive vice president and chief medical officer at 31-hospital Catholic Health East, Newtown Square, Pa. Garthwaite, 58, a physician, has led the department since February 2002. The department ranks as the nation's second-largest public health system, with five hospitals and a network of clinics and an annual operating budget of $2.9 billion. It has been beset by budget shortfalls and highly publicized scandals over mismanagement and poor patient care at the county's Martin Luther King/Drew Medical Center, Los Angeles. ... HCA, Nashville, named David Williams CEO of two-campus, Henrico Doctors' Hospital, Richmond, Va., effective Jan. 1. Williams replaces Patrick Farrell, who will begin as president of HCA's Richmond Division that same day. Farrell's promotion was announced in September, when HCA announced a corporate reorganization that split its hospitals into three groups from two groups and added four divisions--including Richmond--to the previous number of 12. Williams, 46, has worked for HCA since 1987, most recently as a CEO since 2001 at the company's Regional Medical Center-Bayonet Point, Hudson, Fla. ... Al Taylor will be the new president and CEO of Stanly Memorial Hospital, Albemarle, N.C., effective Jan. 23. Taylor has been president of Betsy Johnson Regional Hospital, Dunn, N.C., for three years and worked from 1990 to 2002 with West Tennessee Healthcare, Jackson. Taylor, 40, replaces Roy Hinson, 69, who is retiring on Dec. 31 after 10 years at the helm. ... Marilyn Tavenner, 54, is leaving her position as president of the outpatient services group at HCA, Nashville, to become secretary of health and human resources for the state of Virginia. Tavenner, who was appointed by Gov.-elect Timothy Kaine, a Democrat, is a native Virginian who began working for HCA in 1981, in its Richmond market. She became head of the newly formed outpatient services group in 2004. ... Ken Paulus, 46, has been named to the new post of COO at Allina Hospitals & Clinics, Minneapolis. Paulus had been president and CEO of Harvard Vanguard Medical Associates and Health One Care System, Newton, Mass.
