Massachusetts can't touch up to $385 million in federal Medicaid matching funds for a demonstration project to help the uninsured until the CMS approves the state's new plan for funding the program. The CMS, in a letter to the Massachusetts Department of Public Health, asked to see the new plan by Jan. 15, 2006. It is scheduled to take effect July 1, 2006, and requires the state Legislature's approval as well. Massachusetts expanded its Medicaid program under a federal waiver several years ago but received permission to change the funding structure when the waiver was extended. -- by Joseph Mantone
