A bill introduced in the Pennsylvania General Assembly seeks to improve patient safety and quality of care as well as lower healthcare costs by offering medical malpractice premium discounts of up to 20% to healthcare providers that institute state-approved total quality management programs. The legislation sponsored by Rep. Phyllis Mundy (D-Kingston) does not specify what types of systems would qualify, instead leaving it up to the health department to promulgate the program's regulations.
