The Pennsylvania Health Department asked Independence Blue Cross and Aetna to investigate behavioral-health benefits manager Magellan Health Services, Farmington, Conn., after the Pennsylvania Psychological Association issued a report alleging that Magellan was blocking payments and denying needed care. At deadline, Magellan hadn't responded to requests for comment. Thomas DeWall, executive director of the 3,000-member psychological association, said Magellan had reduced utilization of behavioral-health services among its covered patients to below the national average.
