The Senate approved an amendment eliminating a $8 increase in the drug copayment and a new $250 enrollment fee for lower-priority veterans in the Veterans Affairs health system that would have been established under the Senate budget resolution. The amendment passed in a 96-to-4 vote. It increased proposed 2006 spending on veterans' benefits and services by $410 million and added $1.2 billion to total discretionary spending on veterans in the Senate's 2006 budget resolution. -- by Tony Fong
