Bipartisan legislation to establish association health plans, one of the Bush administration's favored healthcare reform tools, passed the House Committee on Education and the Workforce. A vote by the full House has not been scheduled, nor has debate on a companion bill in the Senate Health, Education, Labor and Pensions Committee.
