The Federation of American Hospitals petitioned HHS to restrict the whole-hospital exemption in physician self-referral law to hospitals that "provide a full range of services customarily offered by traditional community-based hospitals."
Under current interpretation, the exemption would allow physicians to make patient referrals to specialty hospitals in which they own an interest, except that a temporary federal moratorium bars such referrals.
Meanwhile, Vic Campbell, senior vice president at HCA, Nashville, became chairman-elect at the federation's annual meeting in Washington. Ken Donahey, chairman, president and chief executive officer at LifePoint Hospitals, Brentwood, Tenn., began his one-year term as the federation's board chairman. Michael Parsons, executive vice president and chief operating officer at Triad Hospitals, Plano, Texas, moved into the role of immediate past chairman.
