President Bush signed the $388 billion omnibus fiscal 2005 appropriations bill, which was held up in Congress over a provision allowing some officials access to individual tax returns. The provision was scrapped by the House Wednesday and the Senate before Thanksgiving. The bill awards HHS $375 million in discretionary funding and delays implementation of the so-called "75% rehabilitation rule," which changes how hospitals qualify for rehabilitation payments, until the Government Accountability Office reports on the regulation's potential effects. -- by Tony Fong
