Mosley has been COO of St. Anthony Hospitals in Denver. ... Mark Clement has been named president of Caritas St. Elizabeth's Medical Center, the flagship of Boston's six-hospital Caritas Christi Health Care. Clement, 51, replaces Robert Haddad, who became the system's president and CEO in May. Clement has been president and CEO of MetroWest Medical Center, a two-campus facility based in Framingham, Mass. ... John Wilbanks, 48, has been named executive vice president and COO of four-hospital Baptist Health, Jacksonville, Fla. He had served as senior vice president and administrator of Baptist Medical Center Downtown in Jacksonville. ... United Regional Health Care System, Wichita Falls, Texas, named Phyllis Cowling its new president and CEO. She previously was vice president and CFO of Baptist St. Anthony's Health System, Amarillo, Texas. Cowling replaces Kevin Gross, who left for a post at Ardent Health Services, Nashville, a United Regional spokeswoman says. ... Tenet Healthcare Corp., Santa Barbara, Calif., promoted Garry Olney to vice president of nursing and clinical operations. Olney, 43, was named to the position on an interim basis in September and had been senior director of operations for nursing. ... Darlene Cox has been named president and CEO of University Hospital, Newark, N.J. Cox, 52, replaces Sidney Mitchell, who resigned for personal reasons last summer. Cox has been a healthcare consultant and hospital executive. This is a return to University for her; she was chief nurse and administrator of patient-care services there from 1986 to 1994. ... Rita Battles has been named president and CEO of Long Island College Hospital in New York. The post has been officially vacant for more than three years, with interim CEOs taking turns while parent Continuum Health Partners reviewed the job description, a spokeswoman says. Battles has been president of the University of Massachusetts Memorial Medical Center, Worcester.

Steven Lieberman has joined the Moran Co., a healthcare research and consulting firm based in Arlington, Va., as partner. Lieberman, 54, has been assistant director of health and human resources at the Congressional Budget Office.
David Carlucci has been promoted to CEO of healthcare IT giant IMS Health, Fairfield, Conn., succeeding David Thomas, who remains executive board chairman. Carlucci, 50, has been president and COO of IMS. He is a former top executive at IBM Corp. ... David Dennis, former CFO of Tenet Healthcare Corp., has been hired as a managing director of Pacific Venture Group, Encino, Calif., a venture capital firm focused exclusively on healthcare investments. Pacific cited his experience at Tenet, including his management of the company's venture capital investments, and his work before joining Tenet as an investment banker advising healthcare companies at Donaldson, Lufkin & Jenrette. Dennis resigned from Tenet in 2002 (Nov. 11, 2002, p. 6) in the wake of the revelations about the company's much higher-than-normal Medicare outlier payments. Pacific manages $210 million of investments in healthcare services, technology, medical devices and biotechnology.
