"It's an opportune time for the state Insurance Department to question the bountiful surpluses being kept by Highmark and three other Blue Cross carriers. The department is taking public comment through Sept. 14 on Highmark's $2.2 billion surplus and the estimated $2 billion held by the other Blues in a state where 1.38 million people do not have health insurance. ... It is worth having the department's professionals assess whether these surpluses-of nonprofits, mind you-are needlessly high. ... How large can such surpluses be allowed to balloon before the state forces insurers to spend a sliver of the billions on coverage for the needy?"
